Just watched this on Netflix. It's from 1998, and was made by the guy who created Trailer Park Boys. The IMDB on this is totally wrong, so don't bother with it. It's got nothing to do with TPB, but stars the guys who played Ricky, Julian and Mr. Layhee. Mr. Layhee is actually Mr. Layhie in this, and he manages a pet store. Julian is a college student named Gary who works at the store. Ricky is Gary's BFF named Rob who drives the same car from TPB and lives in it, but is leaving to move to Vancouver.
If you've watched any of the short films that predate TPB, they're kind of interesting in an anthropological sort of way, in that you can see where the creator was trying out a lot of different ideas and how the actors grew their characters. And thankfully the jackwad who plays Bubbles is nowhere around this.
