House of Gamut Magazine has made its first issue free to read online. If you have a Kindle, you can easily send the stories to it with a browser plugin.
The first two I read, Victor LaValle's "Up From Slavery" and Sam Rebelein's "We Never Went Away, We Just Hid Better", are fanfuckingtastic.

Nightmare Magazine - I subscribe to this one, but they put free stories on their site all the time.
Tor - Tor also gives out free books once in a while if you sign up to its Free Short Fiction newsletter here.
Southwest Review will put select stories from its magazine online. Their Halloween issues are fantastic. I actually buy those so I can read all the stories.
Lightspeed Magazine - More scifi than horror.
Clarkesworld Magazine - More scifi than horror.
Strange Horizons - Just found this, haven't delved into it too much.
I actually have a feature I have never posted about free stories online. I need to post that.
